verb, 3rd person singular optative (poetic/Vedic-type ending -e, equivalent to bhāveyya) of bhāveti, the causative of bhavati; used impersonally/generally in verse, 'one should develop', 'let him develop'

Etymology. Causative stem bhāve- from the root bhū 'to be, become' (bhavati; cf. Sanskrit bhāvayati 'causes to be, produces, cultivates'), lit. 'causes to become'. In doctrinal usage bhāveti is the verb corresponding to bhāvanā, 'mental development, meditation', and stands beside kammaṭṭhāna practice terms; the noun bhāvita ('developed') and compounds such as bhāvitatta ('one of developed self') derive from the same stem. Classic canonical occurrence: 'mettañca sabbalokasmi mānasaṃ bhāvaye aparimāṇaṃ' — 'and let him cultivate a boundless mind of loving-kindness towards the whole world' (Sn 149, Karaṇīya-metta Sutta); similarly of the developing of the four jhānas, the bojjhaṅgas, and the brahmavihāras.
